It's the ammonia which is the alleged problem (breathing it in is not good for you). There have been no tests whether ammonia harms babies because no one wants to test on a pregnant woman.

I was told that the common known reason for not dying your hair during pregnancy is not because of safety for the baby but because your hair is weaker and hormones mean that its possible that a dye that would ordinarily make your hair look great can actually come out completely wrong! Ask a hairdresser as im sure they will be able to advise you.
