Actually, go to a beauty supply shop! Use a high # (40, 50, even 60) base. Apply JUST THAT to your hair, and do so under the supervision of a licensed cosmetologist. You may have to do it more than once. But always leave at least a WEEK between bleaching sessions. It will bleach white. Then, merely purchase a toner and combine with a level 20 base and apply to your hair. The toner should be a silvery blonde color.
